Concept note – circular economy and INTOSAI WGEA 2020-2022 projects
Circular economy is attracting increasing interest both in academic discussion and government policies. Circular economy can be defined as the decoupling of economic activity from the consumption of finite resources (Ellen McArthur Foundation), as well as an economy where consumption is based on using services – sharing, renting and recycling – instead of owning things (Sitra). Circular economy is about closing the resource loops and is considered to have great potential in driving economic growth. One key question is how resource-efficiency could help to achieve climate targets and other Sustainable Development Goals while leaving no-one behind.
The first day of the Assembly will be dedicated to circular economy with an aim to make participants familiar with the concept and to explore how auditors could make use of the concept in their work. The first session of the day discusses the roots of the circular economy concept as well as its applications with key developers. The second session of the day will provide both policy and audit examples for the inspiration of participants. With the concept still rather novel, we welcome SAI papers on the topic (see also the call for papers below)!
The second and third days of the Assembly Meeting will cover the topics in the INTOSAI WGEA Work Plan 2020-2022: plastic waste, international climate finance, sustainable transport, environmental Sustainable Development Goals, capacity building and communication. Progress of the projects will be introduced, and participants given an opportunity to share their relevant audit experiences as well as suggest ideas and input to the further work of the projects.
Call for SAI papers
The Secretariat of INTOSAI WGEA encourages SAIs to provide their audit cases or audit methodology progress for the Assembly Meeting on the following topics:
- Circular economy
- Plastic waste
- International climate finance
- Sustainable transport
- Policy coherence
- Multi-stakeholder approach
Summaries of the audit cases or methodology descriptions (1-2 pages) are kindly requested to be submitted by 30 November 2020 to the INTOSAI WGEA Secretariat via intosaiwgea@vtv.fi. Whenever possible, illustrations accompanying the texts will be much appreciated. Selected submissions will be invited to be presented upon during the Assembly Meeting. All SAI papers will be included in the meeting materials and made available on the website of the meeting.
